Steve Douglas is Co Chief Executive of Altair and
parent company Aquila Services Group plc. He brings a wealth of
experience gained from years of working in the housing sector. He was
appointed a Commander of the Order of the British Empire in HM The
Queen's 2019 Birthday Homours.
A well-known figure in the housing sector, Steve has years of experience
including a range of senior regeneration and development positions and
leading two other housing associations as Chief Executive (Spitalfields
CHA and Asra Greater London). In his current role at Altair he works on
projects as diverse as organisational governance and regulatory reviews
to coaching and mentoring of senior executives. As Chief Executive of
the Housing Corporation he was responsible for an £8.4bn three year
budget to deliver 155,000 affordable homes and for regulating England’s
1,500 housing associations.
His commitment to housing and communities is well known within the
housing sector and he has been a passionate advocate for creating a more
diverse and accountable leadership within housing throughout his career.
He has held a number of senior regeneration and development positions,
as well as being Chief Executive at two housing associations and the
Housing Corporation. As Chief Executive of the Housing Corporation,
Steve had responsibility for an £8.4 billion three-year budget to
deliver 155,000 affordable homes and for regulating England’s 1,500
housing associations. In addition, he led on the creation of the
national Affordable Homes Programme, and the introduction of private
sector organisations delivering affordable homes.

Steve died suddenly at his home on Sunday morning, 8 May
2022. The 57 year old left four children, his partner, as well as his
mother, sister and wider family.
Steve joined St Mungo’s as
Chief Executive on 1 July, 2020, and had a career spanning more than 25
years in the housing sector. He was a driving force for change within
the charity and was a lead stakeholder in the formation of the Kerslake
Commission designed to achieve long term benefits and policy change to
support those experiencing homelessness and rough sleeping.
Steve
was awarded a CBE in the 2019 Queen’s honours list for services to
housing and had been committed to driving positive change within the
organisation and was particularly committed to diversity and inclusion
improvements. Prior to joining St Mungo’s he was Group Chief Executive
of Altair, a housing and regeneration consultancy group advising housing
associations as well as central, regional and local government.
