Jack Smith enlisted in early August 1914. He was a civil servant, living in Seatoun and working in the Internal Affairs Department in Wellington when war was declared. He had previously served as a signaller in the Territorials and experienced men like him, in the Wellington area, were immediately formed into an Expeditionary Force and dispatched to Samoa, but instead of returning to New Zealand after the eviction of the Germans, Jack was transferred to the Samoan Civil Administration, which was formed to govern the islands for New Zealand. He remained in Samoa for many years and rose to become Administrator of the Islands. He was back in New Zealand, retired, when World War 2 began, but volunteered again for the army and served as a senior NCO, and later Lieutenant, in training and administrative roles.
