Stirnet Congalton1 shows Anne's father as Sir William Murray, Bart. of Clermont. Stirnet Murray11 shows no Baronets of Clermont. The Murray's of the Clermont line succeeded to the Baronetcy of the Newton line when Sir William Murray of Newton, 4th Baronet dsp. The only Sir William of the Clermont line after inheritance of the Baronetcy lived far too late to be Anne's father.
I have had to assume that this Sir William was the 3rd Baronet of the old line, on the death of whose son the 4th Baronet the title passed to the Clermont family.

5. | Lt.-Col. Robert Hepburn (later Rickart-Hepburn), Lt.-Col. (2.James2, 1.Anne1) was born in 1720; died on 24 May 1804. Notes:
He gained the rank of Lieutenant-Colonel in the service of the Inniskilling Dragoons. He purchased Congalton from Sir Robert Murray. His name was legally changed to Robert Rickart Hepburn on succeeding to his mother's estate. He was Member of Parliament (M.P.) for Kincardineshire between 1768 and 1774.
