Francis was one of seven children. Two of his brothers died young.
As an adult, Francis incurred the displeasure of King James' parliament by opposing actions of James' son who was attempting to improve England's control over Ireland. Francis raised a troop, consisting of horse and foot. This opposition caused him to be officially 'tainted'.
Francis was appointed by King William as one of the Trustees for the sale of forfeited estates in Ireland.
Under the rule of Queen Anne, Francis became for one year the Commissioner of Public Accounts.
Francis represented the borough of Preston in the English parliament in 1705, and he represented Westbury for several years after that. In the parliament of Ireland he was a member for Downpatrick.
