- He was Member of Parliament for Peterborough between 1883 and 1885 and for for Tower Hamlets, Poplar Division between 1886 and 1914.
Between 1892 and 1895 he was Under-Secretary for the Colonies. He held the office of Postmaster-General between 1905 and 1910 and was invested as a Privy Counsellor (P.C.) on 11 December 1905.President of the Board of Trade between 1910 and 1914, he was invested as a Knight Grand Cross, Order of St. Michael and St. George (G.C.M.G.) in 1914.
He held the office of High Commissioner for South Africa between 1914 and 1920 and was Governor-General and Commander-in-Chief of the Union of South Africa between 1914 and 1920.
He was a director of the Union Corporation, of the British Thomson-Houston Company and of Barclays Bank.
In 1941, he was created 1st Viscount Buxton, of Newtimber, co. Essex and in 1920 was created 1st Earl of Buxton. On his death, his titles expired.
