It is believed that Peter & Clara's parents were from the PennsylvaniaLutheran Tohickon Union Church in the early 1700's founding of thecongregation there, that they moved to Augusta County, Virginia, andto Tennessee. It's also believed that perhaps Peter's parents livedin Tennessee for a while in one of the German communities there,because Peter is born in Tennesse, but marries Clara in Virginia. Orperhaps, Peter's father visited Tennessee for awhile. It's quitepossible that the family still had ties to the community of theScotch-Irish in Augusta County, Virginia. In early Augusta County, iswhere Ludwick Fulmer/Folmer and John Walter's, Michael Walter'sfamilies are found. For whatever reason, it would seem that Peter &Clara Fulmer Walter settled in Washington County, Tennessee. Thereference to Peter Walter's parents being English as listed below, maybe that they "spoke" English well. Perhaps they had already been inAmerica a generation longer than Clara's parents. Rationally, itmakes sense, but I caution the reader that a great deal more researchneeds to be done. The records are very sketchy or non-existant inTennessee during the early years of it's formation, so this scenerioof the family is only a plausable guess at best.

Peter is the oldest Walter in the Washington County, Tennessee areathat I could find on the www.Ancestry.com web site. And since Peter &Clara's marriage took place in Virginia, it's very possible that PeterWalter lived very near the Virginia boundary lines, or was travelingthrough to Tennessee, and the family may have originally been livingin the Virginia area for a short time. Also, I'd like to point outthat the only counties that I have found Walter and Fulmor/Fulmertogether has been Bucks County, Pennsylvania, Augusta County,Virginia, and Washington County, Tennessee. The Kiker family was alsoin North Carolina and originally from Bucks County, Pennsylvaniabefore settling near Peter Walter in Washington County, Tennessee.So, the "Walter" of Bucks County, Pennsylvania have also been includedfrom the early census/tax records. They are listed, but their actualrelationship cannot be ascertained properly at the present time. Agreat deal more research is required to complete this family'sgenealogy data base. Washington County, TN, originally came under the jurisdiction of NorthCarolina. In 1772 settlers living south of the Holston River, on theWatauga and Nolichucky Rivers, within the boundaries of the NorthCarolina colony, organized the Watauga Association, giving America itsfirst written constitution. In 1775 the Wataugans changed their nameto "Washington District." The main settlements in the WashingtonDistrict were Watauga, Carter's Valley, and Nolichucky.
Both the State of Franklin and North Carolina's Washington Countyclaimed the overmountain country and both had functional governmentsthat issued marriage licenses, probate wills and deeds. North Carolinaappointed Col. John Tipton as senator. The Battle of the Lost State ofFranklin in 1788 at Tipton's farm was the death knell for the State ofFranklin.
North Carolina ceded the state's western lands to the federalgovernment in 1790, forming the "Territory of the Unites States, Southof the River Ohio" (Southwest Territory). The area included all ofthat which became the state of Tennessee. President George Washingtonappointed William Blount as governor. Blount lived with the WilliamCobb family at Rocky Mount (in Sullivan County near the WashingtonCounty line) for a short time before moving to Knoxville. Census takenin 1795 indicated a population of 77,262. A vote for statehood wastaken and the State of Tennessee was admitted into the Union by theU.S. Legislature on June 1, 1796.
The settlers petitioned for annexation with North Carolina. In 1777the North Carolina legislature changed the name of Washington Districtto Washington County, NC. Included within the boundaries of the countywas most of present-day Tennessee.
Washington County, located in northeast Tennessee, is about 15 milessouth of Virginia and 10 miles north of North Carolina. The NolichuckyRiver courses through the southern end of the county, and the WataugaRiver forms the northeast boundary of the county."
